He then began by saying that, yes it was yesterday's date, but it would have significance for years, even decades to come, and explained why we would always remember it.

On 11th September 2001 I was in the second week of year 10 at secondary school and was just getting used to the GCSE routine. That afternoon, after lunch, we had afternoon registration from 13:40-13:50 (little did I know then what would happen at 13:46 on that fateful day), followed by double maths, ending at 15:30, almost exactly the same time as tower 1 collapsed. It was a warm sunny day for a school kid in a fresh term, and I remember eagerly scrambling out of the classroom, doing what I had to do, and then getting on the bus home, run by Eastville Coaches, and their tacky shells of buses. By that point I had established a routine of sitting next to Dan Bowden everyday, and because the bus was always over crowded, we struck up a seat saving agreement with each other.

When I got home at a little after 16:00 each day, I was in the habit of listening to Chris Moyles' radio show, (back then it was on from 3pm or 4pm in the afternoon on a weekday), while I did my homework in the dining room. The moment I switched on the radio, I knew something was not right. The show was different and the songs were different. Whats more, every 10-15mins Chris would read out a news bulletin about the situation. I remember clearly these fateful words as I became unable to focus on homework: "We can now confirm that both of the Twin Towers have completely collapsed." It was then explained that 'Two planes flew into the World Trade Centre buildings in New York earlier.' My first thoughts was that this had been a tragic accident, knowing that JFK was nearby, having had a 45min layover there 3 years earlier. After listening to this over and over, just to make sense of it all, I went and told my mother. Her reaction when I said the twin towers, was of those at Wembley (for those of us old enough to remember the old Wembley Stadium). I then explained and we then put the TV on to see for ourselves what had happened.

Amazingly, I was the first one in my immediate family to find out. This was long before the days of Facebook, Twitter etc. I think Bebo might have existed, but I wasn't on it. The internet in our house was through dial-up and the phone had to be taken off the hook with a wire dragged to the socket. While there was 24hr news, we only had four channels on our TV. However, during the afternoon and evening of that day, and of the days to come, especially on the first anniversary of the tragedies, I was glued to the TV, watching every show I could on the events. My instant reaction to political ramifications of the events was that Bush would declare some sort of war, and we would probably get involved some how, and I was right.

The events changed my life forever even though I had no link to anyone involved in the attacks that were 3,000 miles away from home. The organisation Al Qaeda and the name Osama Bin Laden, would become household names for all the wrong reasons. I also remember understanding that these actions were a reaction to American Imperialism, not in the traditional sense of the word, but in the economic and political sense, as opposed to the more traditional military sense. The events were also a catalyst to my enthusiasm for political awareness and education. I was keen to understand what could happen and how the powers could be could act, both in the UK and the USA.

Little did I know then, but I was also affected by the events socially. In 2000 the process began for the applications and interest in the 2002 American Exchange with the 26th Northcote Bristol Scout Troop that I was a member of. During the 2000 Exchange I was ranked No1 in the Peewit Patrol, with only the APL (Assistant Patrol Leader) and PL (Patrol Leader) above me. After the shuffle round we had after Summer Camp, I was asked to lead the Falcon Patrol, which I did. In early 2001 the 12 applicants for 6 places, went through an interview stage. I believed I was in a stronger position than some of the others. I was wrong. I didn't get selected. On Wednesday 12th September 2001, I attended Scouts as usual. The leaders spoke about how they had tried, with little luck due to the phone lines being jammed, to get in touch with Troop 39 in North Carolina, and how we should be thinking of them, my reaction was sympathetic, but knew at the time, I would not be affected personally.

Later on in 2001, a vacancy for the exchange opened up. My mother's advice after I had got rejected was that I was to attend every Scout event ever mentioned, and show the leaders they had made a mistake. My efforts did not go unrewarded, as I was offered the place. When I flew this time to the US, the differences in security were clear compared to 4 years previous. Baggage checks were more rigorous, especially after landing in North Carolina. I can remember, we picked up our hold luggage instantly, before then having to go through security with both bits of luggage again, gambling about whether your belt would set the beeper off, forcing you to be frisked, before declaring your hold luggage again. Then going through passport control, which took forever, before finally picking your luggage up at the end. I remember throughout the entire process, making jokes about having our Class A on us, much to the frustrations of our accompanying leaders, fearful that we would be reprimanded by an official. (We had recently gone through a change in uniform, and Class A was the more formal type). In New York in 1998 I was able to go up to the cock pit and be given a high 5 by the co-pilot, in 2002 the closest I got to the cockpit was a glimpse from inside the airport. We went to DC, I saw the damaged Pentagon from the road, and security checks were stepped up across the capital, but not to alarming degrees.

Bush's response to the events, sadly earned him another 4 more years in office. America doesn't have a record of dethroning a war president, and 2004 saw that rule sustained. The Spanish were hit with train bombs a few years later, as was London's Underground in 2005. Now the US is rebuilding on the same site of the Twin Towers in a very humble fashion. Moving forward, but marking the memory of a date that will be as important in US history as 07/12/41, and as important in World history as 28/06/14.

Tomorrow's date is one that shall be forever ingrained on the memories of those of us who can remember what happened, and forever embedded in the memory of human existence. While we must seek justice for the victims of the attacks, we must also seek peace in acting with greater understanding of different cultures to secure a more prosperous and harmonious world for future generations to enjoy.

Motorway and dual carriageway driving in the UK

Readers,

Some of you will know that I have had the delightful companionship of my other half for a week, and some will also know that I have been to 3 interviews in as many days in 2 different locations in the UK. Naturally, this involved a lot of driving, which in itself created food for thought (in addition to stress).

The Motorways I found myself on this week were (in numerical order): M1, M4, M5, M6, M11, M25, M32, M62. I also frequented notable A-roads in the form of A14, A50, A500, and there was one thing that became blindingly obvious to me as I traveled, and that was the difference in traffic levels varied greatly depending on if the road was part of a pan European E-route.

Such routes are designed to make it easier for individuals driving long distances through one or multiple countries with navigation (fair enough) and for some reason the UK (and Ireland) refused to have E(number) signs on these routes (goodness knows why). But one thing was clear, the amount of lorries and traffic was vastly higher on an E-route compared to a non-E route. This is in turn exampled by the fact that many E-routes have variable speed limits on them, to ensure traffic flow in typically congested parts.

I, as some of you know, that while being a liberal, I am highly conservative about driving rules. I have long had these opinions, and they were backed up the teachings of my uber conservative driving instructor (who actually turned out to be helpful in my A-Level Politics revision, through debating issues). I have even been known to cause a highly unusual phenomenon, 'passenger-rage' as a result of driving to the rules.

Experience has taught me that driving at or below the speed limit tends to ensure that your vehicle tends to stay moving for a longer amount of time, and allows greater anticipation windows should you need to change speed or direction.

This is where the usefulness of varied speed limits becomes useful. Their whole function is to keep traffic moving. No-one likes to sit in traffic jams, and we all like to keep moving when we travel, as its less stressful and more relaxing. It also means, that when varied speed limits slow you below the typical 70mph for a car on a motorway, it takes you longer to get to the point where you might need to stop completely, and it means there is more time for the authorities to manage and clear the blockage to ensure traffic can flow as freely as possible past the incident location. What could be the problem?

It strikes me, that the more of our motorways that have the option to vary the compulsory speed of travel, the more consistent the flow of traffic will be. My driving instructor used to say 'there's no point in going faster than 70mph on the motorway, as it just means you hit the traffic sooner,' which rises your stress levels, which isn't healthy.

We all want to get where we need to go in a safe and stress free manner, and with our increasing dependence on electronic navigational devices, reducing the need to store local knowledge of roads in our heads, or the ability to read a map, (two things that still bewilder me today, in the cases of out of town routes, and cities you've lived in your whole life), varied speed limit signs assist us with information about the traffic conditions ahead. This gives us as road users preparation time, bringing the 5Ps (Preparation Prevents Piss Poor Performance) truly into play, allowing us to look at our options of alternative routes.

I believe that the greater the information we can receive through roadside signage about travel conditions ahead, and the radio, the lower our stress levels as road users will be.

Bristol bids for the KGB!

Readers,

Some of you will know that I have just started to intern with Cllr Tim Kent in Bristol, and working with him on the proposed new public transport scheme for Bristol. As a train nut, the idea of more buses than trains didn't appeal to me until I got to grips with what this could actually mean.

In the case of Bristol, as in most of the Rapid Transit Systems around the UK (list of where you can find them is here), they use kerbs as guidence (as opposed to a train-like tracks or overhead wires), and this method is known as Kerb Guided Buses, or KGB for short (not to be confused with the Soviet Intelligence Agency).

Essentially these buses run, as normal buses do, but can also run in special raised kerb routes where no other vehicle can run, and are guided with little side wheels attached to their four wheels. What this means is, when on a kerb guided track, they are not subject to traffic, vehicles using their lanes when they break down for example, they, like trains, can just go. While in them, the driver just has to break or accelerate, no need for stearing, that's done by the kerbs.

Naturally, when it comes to the issue of public transport, those elsewhere in Europe are miles ahead of us. In this case, the Germans have been there, done that, and tested all the options several decades before us, as demonstrated here in Essen. The link also highlights the successes of KGBs.

The Bristol bids focus on the following routes:
1) Long Ashton to Temple Meads and the Centre

2) Hengrove to the North Fringe
3) Long Ashton to Hengrove

More details can be found here (Images wouldn't copy over clearly to this blog post)

What I am going to talk about now is the possibility KGBs raise, not just in terms of Bristol, but nationwide.

Having looked at Bus Rapid Transit Schemes around the UK and around the world, I have learnt a few things:

1) These buses can go on existing roads, and on purpose built roads
2) KGB exclusive roads create an added bonus of extra speed and freedom from other forms of traffic
3) Like trams, trains and london transport, ticket buying before boarding reduces the amount of time the buses need to be stationary and therefore decreases the travel time for commuters.

What this means is that unlike a train or a tram, or indeed a normal bus, these buses are the most flexible type of public transport vehicle, and have the potential to revolutionise public transport today, and here's why.

1) Re-opening parts of former rail lines, and rebuilding the track as was (in areas where there aren't any single track cycle paths), is in most cases impossible simply because the ground has been built on in parts, turned into roads, or has been leveled to match the surrounding landscape so that farmers owning the land can maximise their use of it.
2) Trains can only go on train lines, trams can only go on tram lines, trolley buses can only go where there is overhead wires in place for them to utilise, KGBs require kerb guidance as a BONUS, not as a necessity.
3) Buses can go up and down steeper gradients with greater ease than trams or trains.
4) Former rail lines can be used IN CONJUCTION with existing roads to create rapid transit routes that facilitate demand and reduce the use of cars.
5) As KGB legislation requires a maintenance lane (just like the channel tunnel has a maintenance tunnel), this lane can be used as cycle path when no work on the route is required, increasing the number of cycle routes.

Some of you may think that I am talking out of fantasy here, but let me prove you wrong.

Cambridgeshire, hosts the longest KGB route in the world! It opened earlier this month and it runs from St Ives to Cambridge. It utilises the former St Ives to Cambridge train line as well as existing roads. It also provides a route cyclists and horse riders on its maintenance track that runs down one side. To ensure that prices stay reasonable, three different routes with competing companies use the KGB-only section along the former train line. Details about how exactly it works can be found here.

Now it wasn't all a raving party for the KGB over in Cambridgeshire, and as a transport enthusiast myself, I can speak with confidence that there is as much unity on which direction the country should take regarding the future of transportation, as there is with the unity on the topic of the EU amongst Tories, (ie none whatsoever). Therefore unsurprisingly the groups CAST IRON and www.noguidedbus.com focusing on the issues of cost and a lack of a direct link between the East Coast Main Line and Stansted Airport, without the need to go through London first. They focused on re-opening the railway between Huntingdon and Cambridge via St Ives highlighting the success of the Wensleydale Railway.

However,
1) the Cambridgeshire KGB has covered more the distance between Cambridge and Huntingdon, than the Wensleydale line has between its two main North-South railway lines
2) There are route connecting the two stations via the Bus Guideway
3) The Wensleydale line took 8 years to be constructed and running services on its current route, compared to the Cambridgeshire KGB taking just 4 years.
4) The line between St Ives and Huntingdon has had the last mile or so built on with buildings and the A14, requiring land to be purchased and work required to simply create a bed for the track to exist on before one could be laid, however buses can utilise existing roads to connect Huntingdon and St Ives.
5) Bus companies were overwhelmed with the amount of passenger journeys made on it during its first week, and had to lay on extra buses to cope with demand.

In many cases, bendy buses are used. This offers 3 entrances/exits instead of 1 or 2, therefore making it easier and quicker to board/alight the bus. They also have 50% extra seating than double decker route-master buses. Also passengers must buy tickets before boarding, meaning stingy buggers like me don't spend three minutes counting out the pennies in front of the bus driver to prove we have the right amount of money for the fare, and don't hold up everyone else on board.

All in all, KGBs are faster, safer (as they have their own routes), greener (as the reduce the number of cars on the road), and provide a better usage of land (as in the case of former Beeching lines, create two tracks PLUS a cycle/bridle path).

Quite frankly, it would be foolish to say no.

My Porn Stats so far

To Follow the example of Mark Cole who's blog can be found here, I am going to report on my viewing stats for the first time.

My Blog entry views:
Tuition Fees: 77
Gender Roles Mark 1: 50
Elections: 48
Conference: 29
Gender Roles Mark 2: 11
House of Lords: 6
Wales Constituency Boundaries: 3

My peak pay views it seems was in July this year at 2,382, but it would also suggest that nobody read any particular post :S Other than that, I got 75 in November last year, 65 in September last year, 70 in May this year and the Jury is still out on August this year.

It appears particular thanks need to go to Mark Cole for providing, almost all of my traffic, from, well, since, forever He has provided me with 1 shy of 3,500 people referred from his blog.
77 come from Facebook, 32 from yandex.ru (More on my Russian support later), 9 from google.com, 5 from mobile Facebook, 3 each from Google translator and google.co.uk and 2 each from lindenparker.blogspot.com (thank you Linden) t.co and webcache.googleusercontent.com

Now here's the interesting part, audience:
<span class="Apple-style-span" style="background-color: white; He also concluded that because Assembly Members (AMs) are elected in two different ways and that this led to democratic imbalances between AMs who are essentially equal as AMs once sitting, that the Regional List should be done away with and all remaining AMs should be elected by FPTP.

I will argue in this blog, there is no mandate from the people nor the cross party political support to move towards such a measure.

Mr Hain, the Welsh Secretary for the new Labour government, assisted in the drawing up of the Government of Wales Act 1998 which produced the hybrid Additional Member System (AMS) system where AMs are elected both by First Past the Post (FPTP) and proportionally through the D'Hondt formula. 40 were to be, and still are, elected by FPTP and the remaining 20 through PR. He now cites the failed AV referendum as an endorsement of FPTP, and believes that this is the popular mandate required to make such a change. He also dismisses the notion that his suggestion is not for party political gain.

Lets just have a look at general election results in Wales, and Assembly election results for the 40 seats in Wales under FPTP. NB: the Welsh General Results are shown as a fraction of their overall total elected Assembly Members. The difference between the two numbers equals the number of AMs that party received from the elections of the Regional List vote.

In the UK General Election of 1997, the result looked like this:
Labour: 34
Plaid: 4
LD: 2

In the Welsh General Election of 1999, the result looked like this:
Labour: 27/28
Plaid: 9/17
LD: 3/6
Con: 1/9

In the UK General Election of 2001, the result looked like this:
Labour: 34
Plaid: 4
LD: 2

In the Welsh General Election of 2003, the result looked like this:
Labour: 30/30
Plaid: 5/12
LD: 3/6
Con: 1/11
John Marek: 1/1

In the UK General Election of 2005, the result looked like this:
Labour: 29
LD: 4
Con: 3
Plaid: 3
Independent: 1

In the Welsh General Election of 2007, the result looked like this:
Labour: 24/26
Plaid: 7/15
Con: 5/12
LD: 3/6

In the UK General Election of 2010, the result looked like this:

Labour: 26

Con: 8

LD: 3

Plaid: 3

In the Welsh General Election of 2011, the result looked like this:

Labour: 28/30

Con: 6/14

Plaid: 5/11

LD: 1/5

This changes the Labour dominance from slight to almost complete. Mr Hain's suggestion that 2 AMs be elected in every constituency flies in the face of what campaigners against FPTP (of which he is one of them), cite as a core reason for their position, its lack of proportionality. With two member constituencies, the following outcome is likely:

The four major parties in Wales will stand candidates, (8 so far), UKIP and the Green party are most likely to stand at least 1 candidate each, giving us a minimum total of 10. This means that in order to get elected, candidates could get as little and 10.1% of the popular vote. Even with the two candidates' results combined it could still be as little as 20.2% of the vote that is received for the representatives of around 70,000 people. That's not democratic.

As previously mentioned Mr Hain cites the AV referendum result. May I remind him, that that referendum was a straight choice between FPTP and AV for elections to the UK Parliament. It was not an endorsement of FPTP over all other systems for all elected bodies, it was a rejection of the choice to have AV instead of FPTP for Westminster elections. That is the only conclusion we can make from the AV referendum.

Mr Hain also ignores the fact that the Richard Commission, a cross-party Commission, looked at further powers for Wales in 2006 and recommended the change to Single Transferable Vote from AMS for elections to the Assembly. The Labour government removed it, to unsurprising opposition of the opposition parties.

I disagree with Mr Hain in all his reasons why Wales must move to FPTP for Assembly elections, as I feel the people of Wales are intelligent enough to vote within the current system and to differentiate between different sized constituencies for different political bodies. Afterall, council boundaries cross constituency boundaries at the moment, and the people and parties cope. The same goes for European Elections where Wales is one big constituency.

Some of my political friends disagree however. They agree with Mr Hain that it is more difficult for people and parties to differentiate between boarders different constituencies for different bodies. However, there suggestion, which I would accept has merit should their need to be a change, is this: an Assembly elected with 30 members by FPTP and 30 members by the D'Hondt method of PR.

The one conundrum this leaves is, how many regions should their be for the list? Assuming the notion of an equal number of constituencies in each region, the best answer is either to stick with 5 regions and have 6 constituencies within them, or vice versa, having 6 regions with 5 constituencies each.

The people at Democratic Audit have produced their projections of what the Welsh Constituencies will look like. I have taken their map, and added the regional boundaries in, on the bases of 6 Constituencies per Region. Based on this (and note they have named the constituencies just in terms of principle towns or counties within them), the New Constituencies in the North Wales region would be:
7: Anglesey and Bangor
8: Conwy and Abergele
9: Denbigh
10: Flint and Rhyl
11: Mold and Shotton
12: Wrexham

Mid Wales:
1: Brecon and Montgomery
2: Carmarthen
3: Ceredigion
4: Gwynedd and Machynlleth
5: Llanelli
6: Pembroke

South Wales West:
18: Rhondda and Ogmore
26: Bridgend
27: Neath and Aberavon
28: Swansea East and the Vale of Neath
29: Swansea North and Loughor
30: Swansea West and Gower

South Wales Central:
13: Barry and Penarth
14: Cardiff Central
15: Cardiff North East
16: Cardiff West
17: Pontypridd and Aberdare
19: Vale of Ely

And, finally South Wales East:
20: Blaenau Gwent and Tredegar
21: Caerphilly
22: Merthyr Tydfil and Ystrad Mynach
23: Monmouth
24: Newport
25: Torfaen

The change, in terms of regional make up is very similar compared to how it is now. I stress that these drawings have followed the rules on changes to the letter, but have not had the public consultation the real thing will take on. Thus the effect of this on the Assembly will be unclear until 2015, but from my perspective I see it as creating a far more politically diverse and more representative Assembly, which itself, can only serve for the good of democracy.

I will leave you to ponder on this and please do comment.

Gender Roles and Children

Having previously blogged about gender roles in the context of marriage here, today's news reaffirms my beliefs about gender roles, and how we confer them on others, ourselves and especially our children perhaps without realising it.

Today's (09/07/2011) article about a new school in Sweden which has decided to remove the definition of divided gender roles from the learning experience will leave many to say, 'its PC gone mad' without examining what would cause a group of people to make such a decision about schooling methodology. The article in question can be found here.

Now for the last 50 years society has moved away from stereotyping actions and behaviours for adults as far as domestic and social roles are concerned, and on the whole reduced them to a more equal level, although there is still a very glass ceiling in the workplace, especially for women's pay. Children seem to have been left out of this picture however.

Take a look at your own family, and indeed your own childhood. Do you see parents, grandparents, uncles, aunts, older cousins, etc, conferring and perhaps reinforcing gender stereotypical roles upon the children? Were you, as a child, read books that have dashing, charming male knights who always killed the bad guy saved the day and swept the fair maiden off of her feet? Were you, as a child read books that have beautiful young women who did domestic duties and enslaved in some way, only to be rescued by a man who just looking at them would instantly fall in love with them, before carrying them off to safety?
Were you ever at such a gathering where the women did most of the domestic preparations and the men did most of the hunter gather activities, or just played sport instead?

Have you ever realised that the world of cartoon heroes, indeed any action hero whether fantasy, cartoon, sci-fi or 'humanistic fiction' (essentially something related to real life that could actually happen) is grossly overweighted in favour of men being such characters?
Yes I do conceed that there is a chance that most of these were probably written by geeky men who probably wanted to be seen as a noble figure but hadn't the confidence to do such a thing.

This school in question removes fairy tales from its classroom teaching, and replaces it with such books that see two giraffes adopt a crocodile (or something to that effect). They even go so far as to remove the words 'he' and 'she' which for me may just be a tad bit picky.

I see the only need to define men and women is in the context of genitalia. A man has a penis, a woman has breasts and a vagina. Its not rocket science, and we don't need to have any other distinction in society between men and women other than a biological one.

Ask yourself, your friends, your family and your work colleagues these questions: What is a man? What is a woman? What is manly? What is womanly? You will note that for the latter two questions different answers will be given which will vary widely. Finally ask them these: Does it matter what is womanly and what is manly? Does it matter whether or not what is womanly is carried out by woman and what is manly is carried out by a man?

In society we see on the shelf that there is what are called 'lads mags' and what are called 'girly magazines'. It won't surprise many of you, that I have bought and read both types, namely: Zoo, Nuts, Loaded, FHM in the 'lads mags' category, and Cosmo, She, and two others that I can't recall right now, in the 'girly magazines' category. 'Lads mags' tend to be self indulgent focusing on male fashion, naked women, sport, cars and sex. 'Girly magazines' however tend to be outward focusing on female fashion, make up, sex, careers and relationships. While the aim of the male marketed mags aim to get other men to be more like each other, women's magazines actually promote individualism, especially when talking about fashion and make-up advising what is best for what time of figure or skin complexion.

I, for one, think that the female focused publications have got this one right in that they focus on celebrating the individual more than the male mags do, which probably reflects a backlash by stereotypical males to 'reclaim' what they see as 'rightfully manly activities and roles' in the wave of modernism where women are changing the working world as they break glass ceiling after glass ceiling the further up the ladder they climb. Naturally, this steps down heavily on the enlarged male ego which only desires to go one way, outward, and makes the territorial man feel imposed upon through no fault of his own. After all, he was brought up expecting to have to be a leader, a defender, the breadwinner of his household and the knight to a fair maiden.

So we get to my penultimate point in this entry, the notion of expectation. This can be applied to all parts of life, and indeed all parts of childhood of what we were expecting our lives to be when we grew up. As children we all had our own expectations of the future, but none of them were as simple as to what we expected of men and women. We might not have known then or recognised it since, but our expectations of gender roles still catch us out in various ways. Have you ever asked a man to help you lift something rather than a woman? Why would you do that? On the whole yes, men are physically stronger than women, but what is to say out of the selection you have to ask all the women are weaker and not as able to lift something heavy or awkward, as all the men? The 18 ft sq YES banner for the yes campaign that went up Glastonbury Tor with myself, and two others, the younger of which was a woman, was carried by all three of us at points, and she was no less capable of carrying it than either of the two men.

Thus it comes down to an issue of capability. Some people are more capable than others of doing certain tasks, but there is nothing that all the men in the world could do better than all the women in the world, and vice versa. There is one certainty however when it comes to capability, and is when it comes to definitions. Children are not capable of defining what something is, what it does and how it effects them, AND being able to question the source of who/what is teaching these things as reliable and neutral. Removing gender roles creates that neutrality and in doing so removes separation and creates a more level playing field for interaction. This blogger sees no reason why children need to be separated by gender roles that society imposes upon them. Children, like adults, learn to find there own feet in world. I for one want that world to be one in which all of us have no need, requirement nor desire by any person or persons to fall into any sort of social construct. Its time we started to embrace all people as individuals and being happy for them just being them.

House of Lords - The future of our upper Chamber

Readers,

I am reminded today (01/06/11) about the reforms proposed for the House of Lords. I am very much a reformer, a keen political observer, but first and foremost reader, I am a historian and so my approach to the historic proposals that are in front of Parliament, is well, from a historic angle if you will.

The House of Lords over Time
The Lords itself has its origins dating back over 1000 years, so the BBCs recent documentary, (which has now expired on iplayer) would have me believe. It served as an advisory body to the King filled with nobles, Bishops and Lords.
It was briefly abolished during the UKs brief time as a republic, but was restored by Charles II in the 1660s.
It consistently tried to stop the Great Reform bill in 1831, which was passed a year later.
It also famously refused the people's budget of Lloyd George in 1909, which then led to the Parliament Act of 1911.
After World War II the Salisbury Convention was established, dictating that the Lords would not stop manifesto pledges of the government from becoming law. It also dictated that the Lords could only delay, not block legislation, by up to two years.
The composition of the house, which was always conservative dominated, began to change under after the Life Peerages Act of 1958 which gave the Monarch, and through the power of patronage, the Prime Minster the ability to appoint members to the Lords, including women for the first time. Previously, the house had been all men.
In 1997 the new Labour government sought abolish hereditary peers from the Lords. A compromise with the conservative leader of the lords Viscount Cranborne saw that 92 hereditary peers remained, and which 92 were to be elected by the lords themselves, and incidently made William Hague, leader of the Conservatives at the time, look foolish at PMQs, as he didn't know that Blair had made this compromise with the Viscount. Ironically, the way that Lords vote to replace vacancies of such peers, is through AV. AV was also used to decide which hereditary Lords were to remain in the house after the House of Lords Act of 1999.

Where The Parties Stand
All the main parties had within their manifesto a call for an elected upper house. Yet it appears that opinion is divided amongst Labour and Conservative members unsurprisingly. However, they are being joined by a small minority of Liberal Democrat Lords.

Jessica Asato, the Labour Yes leader in the AV referendum, writes a very principled-based blog entry here about why her fellow party members should support the reforms. The comments below that disagree with her stance speak of how they feel an elected upper house could challenge the will of the Commons, and how its 'experts' provide strong scrutiny for government legislation. They also give the impression it would be filled with political saps, like the Commons.

I am unsurprised that some Conservative members oppose an elected chamber. Take Jacob Rees-Mogg for example. He represents Somerset North East, and amongst some of my fellow AV campaigners, who see more of him than I do, he is regarded as not only part of the Conservative traditional base, but his manner seems only to go as far as representing the most die hard of conservative Conservatives. In all honesty, when I read the initial coalition agreement, scraped out over 5 days between a delegation of Conservative and Liberal Democrat MPs, I was dumb-founded at the fact Conservatives had offer an elected upper house to the Lib Dems. If you had said to me when I was finishing my degree this time in 2009 that a Conservative dominated government was going to bring forth legislation in two years time for an elected House of Lords, with proportional representation as its electoral system, I would have said two words to you: DREAM ON

I read on twitter yesterday that a minority of Liberal Democrat peers oppose an elected upper chamber. Its sad and little surprising when you think that these people are Lib Dems, but not so unsurprising when you think about the fact that they are indeed Lords. After all, to be a pro reforming Lord, you have to want to abolish the very chamber that gives you your position, and thus abolishing your position as a legislator entirely.

The Lords Reform Proposals themselves
The proposal call for an elected upper house where members are elected 'proportionally' (how that proportionality will work in practice, isn't yet clear), on the basis of rolling elections in thirds (like the Senate in the US Congress, and like some local councils in England) with 100 members elected every five years, with each member serving one fifteen year term.

So how could elections work out in practice? Well the psephologist in me decided to work it out. For the sake of argument, I am going to assume that the 100 elected members of the House of Lords in each election, we'll call them MLs for the sake of this article, will not be elected to represent the UK as a whole, but to represent 'regions' of the UK, made up of a number of constituencies. Exactly on the same principle for the Welsh Assembly and Scottish Parliamentary regional list representatives.

If you were to divide the UK's population purely proportionally, you would discover that
England accounts for roughly 83% of the UK population as a whole
Wales accounts for 5% of the UK population as a whole
Scotland accounts for roughly 9% of the UK population as whole
Northern Ireland accounts for roughly 3% of the UK population as a whole.

Dividing this up into realistic regions, we get
England with 83 HLs spread across 20 regions with 4HLs in each and 25 constituencies in each region.
Wales with 5 HLs spread across Wales with 30 constituencies within Wales
Scotland with 9 HLs spread across Scotland as 2 regions with 4 or 5 HLs in each and 26 constituencies in each region.
Northern Ireland with 3 HLs spread across Northern Ireland as 1 region with all 16 constituencies within it.

Those of you who are good at mental arithmetic will have worked out that 20x4=80 leaving 3 HLs leftover, and that 20x25=500, and there will be 502 constituencies in England come 2015. Well, I would suggest that 1 HL goes into the region that incorporates the Isle of Wight's two constituencies, and therefore as a region contains the two constituencies leftover. The remaining 2 HLs in England, I would allocate to the most populous regions in England, where ever they end up being.

Ideally, I would like to see the Lords be elected under STV, however as the public rejected AV, a preferential based voting system in May, I suspect, that as we already have AMS in Wales, Scotland and London, and the D'Hondt PR for European Parliamentary Elections, my gut feeling is that the closed party list system with the D'Hondt formula, will be used for elections to the House of Lords. This would therefore give, Parliament as a whole, Additional Member System, or for short AMS.

The results of an AMS elected Parliament, I have no doubt, will produce consistent representation for the following parties: Conservative, Labour, Liberal Democrat, Plaid Cymru, SNP, DUP, Alliance, Sinn Fein, SDLP, Green Parties of England, Wales, Scotland. I suspect UKIP might also pick up the odd seat in the Lords.

The other alternative of course, is to have the proportional factor by area rather than by population. In which case the number of HLs for each constituent country would be worked out like this.

England: 130,427 km sq = 53.49%
Wales: 20,778 km sq = 8.52%
Scotland: 78,772 km sq = 32.31%
NI: 13,843 km sq = 5.68%
Total: 243,820 km sq

This method sees Wales and Northern Ireland gain slightly per head, and Scotland gain massively per head, all at England's expense.

The Powers of elected upper house
I for one feel that as an elected upper house, the new Lords has greater legitimacy, and therefore deserves more power. It is this bloggers view that the Lords should still be subordinate to the Commons, but only after the final reading has occurred, and the bill and final amendments has been voted on 5 times in each house, should the Commons, have the right, by a two thirds vote, to impose the Parliament Act upon the upper chamber in order to pass legislation.

The role of the Lords as a house of scrutiny should still exist as its primary function. I believe that the Lords should hold constituency surgeries once a month, but it should dedicate the largest proportion of its time scrutinizing legislation, in what I feel, as its more dignified manner, certainly compared to the Commons.

Finally, the Queen's Speech. The throne of HM Queen lies at one end of the existing Commons. When the Commons is fetched for the speech, it will no longer have the right to slam the door in the face of who ever it is from the lords comes to get them, as the historic reason for that act is to highlight that the Commons is elected, and separate to the Lords. Equally, the Queen cannot set foot in the Commons by law, as it is an elected house of which is not to be dictated to by the monarch. Should this therefore be true for the Lords as an elected chamber? If so, where does the throne go? and what of the role of the state opening of Parliament?

I shall leave you ponder those questions.

Gender Roles, Proposals, and Unions between two people

This year so far, we have seen two weddings of two different people that have, who for the sake of this article, I will describe of having 'positions of state', who joined in union in two different locations with two completely different types of ceremonies. I am, of course, referring to the weddings of Prince William and Kate Middleton in April, and the wedding this weekend of the Labour Party leader Ed Miliband and Justine Thornton. I naturally, congratulate both couples, and wish them a lifetime of happiness together.

Lets start by examining the very first stage of their unions, or indeed anyones, long before the big day.

The Proposal
When the announcement was made about the weddings, the news has also come out about who proposed and when. Both times it was the gents. As a result, over recent months, I have had the debate with men and women alike about proposals, and indeed who's 'job' it is to propose. As an engaged man myself, (and it was I who, 'popped the question' as it were), I fundamentally believe that the responsibility or the expected responsibility lies with.......NO-ONE.

I am perhaps in a minority, although an ever increasing one, of people who believe this, as many women, indeed many men, feel it is the responsibility of the man to propose. Everyone who has given me that answer, I have asked this question: Why?

Answers from the ladies have been based around these three notions:
"Its romantic"
"Its traditional"
"I want to be asked"

Answers from the gents however have been slightly different:
"Its expected of me"
"Its manly"
"Its traditional"

Lets just examine the flaws:

"Its traditional" or "Its expected of me" - Its also traditionally expected that a woman should do the cleaning. However I, and I think most people in the country, don't think that's right.

"Its romantic" - Well its romantic for whichever partner who has the guts to declare their love to the point of wanting marriage.

"I want to be asked" - Ask most gents if they want to be wanted by the woman they want, and you're not likely to hear the word "no" being ushered from their lips.

"Its manly" - Manliness, just like womanliness is such a vague concept which has so many definitions that its not even worth trying to decipher. Different people, define both terms, differently.

In popular culture the social norms have been begun to be challenged on the role of the proposal belonging to the man. Most recently, the film industry released the motion picture "The Proposal" where Sandra Bullock portrays a high strung dominant boss who proposes to a work colleague. Again, a challenge of the stereotype.

I 'like' the Facebook page 'The problem with women is men' a book by Charles J. Orlando, an American man who changed his ways from continually having one night stands for most of his adult life, to settling down with his wife. He was in a debate with another prominent female relationship writer, over this exact matter. She argued that women expected a man to propose, and therefore should, whereas he, like I, argued that neither gender had the role of being the proposer.

I commented on it, arguing that for the past 50 years gender stereotypes have been gradually eroded at the will of society, so why is should this one still exist? I was supported in my comments by a number of women. I think one man may have 'liked' my comment, but that was it. Then again, its not a book many men would read.

Marriage
Finally we come down to the question, what is marriage?

The marriage of Ed and Justine this week happened in a registry office and was not, as far as I understand, a religious ceremony. The Duke and Dutchess of Cambridge's marriage however, was. Both in law are defined as marriage, yet marriage, as a word has its foundations in the union of people in the eyes of God, or a god.

Up until recently, same sex couples could only join in union in civil ceremonies, held under the eyes of the state, and called 'civil partnerships'. While, all along, men and women could join in union together in a civil ceremony and it be deemed a 'marriage'. This has, and always will, strike me as odd. While at the same time, both ceremonies have the same legal standing, and those involved in them have the same rights and standing in law, and rightly so.

Now, same sex partners can join in union in a church, and a registry office, and it is deemed to be a 'marriage', as can men and women in couples. This also seems odd to me, for the simple reason, that if a union of two people, regardless of orientation and who join in union together, do so in the eyes of the state, and not in the eyes of God, or a god, surely, as it is a civil ceremony, it is a civil partnership?

Equally if two people, regardless of orientation or gender, join in union in a place of religious worship under the eyes of a god, or God, surely it is a marriage?

The liberal and progressive in me says that marriage is not limited to between a man and a woman, for the simple reasons that god loves everyone, (even if you don't love god, and as agnostic I am not sure what to believe, other than there is, in my view, a super-human power), and God as defined by the Bible is in my view a progressive liberator. This may baffle some of you, but I would point out, he did say: "Go down Moses, way down in Egypt's land and tell old Pharaoh to let my people go." - See he wanted to liberate and free people from persecution. In my eyes this includes social as well as physical persecution.

That's my view anyway. I will begin with the facts, starting with party manifestos of 2010.

Facts of party manifestos:
The Labour Party manifesto said this about the Browne report into Higher Education funding:

"The review of higher education funding chaired by Lord Browne will report later this year. Our aim is to continue the expansion of higher education, widening access still further, while ensuring that universities and colleges have a secure, long-term funding base that protects world-class standards in teaching and research."

The Conservative Party manifesto said this about Browne report into Higher Education funding:
"We will await Lord Browne's final report into higher education funding, and will judge its proposals against the need to: increase social mobility; take into account the impact on student debt; ensure a properly funded university sector; improve the quality of teaching; advance scholarship; and attract a higher proportion of students from disadvantaged backgrounds. We will review support for part-time students in terms of loans and fees.We will publish more information about the costs, graduate earnings and student satisfaction of different university courses. We will ensure that public funding mechanisms for university research safeguard its academic integrity."

The Liberal Democrats manifesto said this about Browne report into Higher Education funding:

"Scrap unfair tuition fees for all students taking their first degree, including those studying part-time saving them over £10,000 each. We have a financially responsible plan to phase fees out over 6 years, so that the change is affordable even in these difficult economic times, and without cutting university income. We will immediately scrap fees for final year students."

The Green party manifesto said this about Browne report into Higher Education funding:

"Phase in the abolition of student tuition fees in higher education."

The UK Indpedence party manifesto said this about Browne report into Higher Education funding:

"UKIP believes the introduction of tuition fees and loans has been a retrogressive step. How many of those of us who benefited from a grant would have had second thoughts about further education if we had known we would be saddled with such a large debt on leaving university? In 2009, the BBC estimated that students who started University that year could expect to graduate with a debt of £23,000 with the Government spending five billion on student support. The UK Independence Party intends to restore student grants in the form of ‘Student Vouchers’ for a substantial element of student costs, particularly tuition fees (rather than living costs).
Our proposals will result in fewer students than at present spending so long in full-time education. Therefore extra funding will be available which, over a period of time, will enable the student loans scheme to be replaced by grants, and the Student Loan Company can be scrapped. Considerable additional finance will become available when Britain leaves the European Union, and no longer has to fund large numbers of non-UK EU students at British universities. Indeed, the number of EU students at UK Universities has risen from 91,000 in 2007 to 112,150 in 2008. Under EU laws in a ‘country called Europe’ it is illegal for UK universities to prioritise UK students. Also, instead of having to pay the full overseas student fees of between £8,000 and £20,000 per year, these, non-UK EU students only need to find the £3,000 top-up fee. Like British students they are eligible for a student loan to cover this and, so far, little attempt has been made to trace foreign students once they leave the UK to recover these loans. Indeed, Boris Johnston asks in the Daily Telegraph if ‘we are really going to pay to send British tax officials tramping up dusty tracks in Sicily or knocking on doors in Warsaw to find out whether or not a former EU student at a UK university is earning
more than £15,000?’24. From the 2008 figure, the UK would have gained £1.12 billion extra by charging EU students the overseas rate after leaving the EU."

The Scottish National party manifesto said this about Browne report into Higher Education funding:

"In the year ahead, Scottish students will get new financial support, with a £30 million package to increase their income through grants and loans. The SNP will not introduce tuition fees or top up fees and will oppose any changes in english fees arrangements that have the knock on effect of reducing funding for Scotland through the Barnett formula, as we have done previously."

The Plaid Cymru party manifesto said this about Browne report into Higher Education funding:

"We will not support any further increases in tuition fees, and will seek the abolition of tuition fees as and when public finances allow."

Facts of who signed the pledge:
265 out of 631 (42.0%) Labour Candidates signed the NUS pledge to keep the cap
17 out of 631 (2.69%) Conservative Candidates signed the NUS pledge to keep the cap
531 out of 631 (84.2%) Liberal Democrat Candidates signed the NUS pledge to keep the cap
313 out of 330 (94.8%) Green Candidates signed the NUS pledge to keep the cap
259 out of 572 (45.3%) UKIP Candidates signed the NUS pledge to keep the cap
50 out of 59 SNP (84.7%) Candidates signed the NUS pledge to keep the cap
10 out of 40 (25%) Plaid Cymru Candidates signed the NUS pledge to keep the cap

Facts on how many MPs signed the Pledge:
92 out of 258 (35.7%) Labour MPs signed the pledge
3 out 306 (0.980%) Conservative MPs signed the pledge
57 out of 57 (100%) Liberal Democrat MPs signed the pledge1 out of 1 (100%) Green MPs signed the pledge
1 out of 3 (33.3%) SDLP MPs signed the pledge
0 out of 6 (0%) SNP MPs signed the pledge
0 out of 3 (0%) Plaid Cymru MPs signed the pledge
0 out of 5 (0%) Sinn Fein MPs signed the pledge
0 out of 8 (0%) DUP MPs signed the pledge
0 out of 1 (0%) Alliance MPs signed the pledge
0 out of 1 (0%) Speaker signed the pledge (NB: the speaker cannot vote unless there is a tie)
0 out of 1 (0%) Independent MPs (Sylvia Hermon) signed the pledge
154 out of 650 MPs (23.7%) from all parties signed the pledge

So if one were to rank parties in the race for which party would be the greatest supporter of stopping any rise in tuition fees, the results would look something like this:

1st Place: Liberal Democrats, for all of its elected MPs as pledge signatories
2nd Place: Green Party, for gettin of its elected MPs as pledge signatories, but were pipped by not having as many MPs as the Lib Dems
3rd Place: Labour, although they got the most MPs elected signed, NUS could only convince 35.7% of its MPs to support keeping the cap. Well to give Labour some credit, it is a 0.5% improvement on the vote for them in 2005 general election.
4th Place: Conservative Party, the less said the better
5th Place: SDLP, so close to coming 4th, and could have easily come second if NUS had convinced all their MPs to sign up to the pledge. Now wouldn't that have been embarrassing for Labour!

But hold on for a moment, nobody wins a majority of MPs, so what happens, after 5 days of talks the Liberal Democrats and the Conservatives form a Coalition Government.

What does the Coaltion document say on Tuition Fees and the Browne Report?
"We will await Lord Browne’s final report into higher education funding, and will judge its proposals against the need to: increase social mobility; take into account the impact on student debt; ensure a properly funded university sector; improve the quality of teaching; advance scholarship; and attract a higher proportion of students from disadvantaged backgrounds. If the response of the Government to Lord Browne’s report is one that Liberal Democrats cannot accept, then arrangements will be made to enable Liberal Democrat MPs to abstain in any vote. We will review support for part-time students in terms of loans and fees. We will publish more information about the costs, graduate earnings and student satisfaction of different university courses. We will ensure that public funding mechanisms for university research safeguard its academic integrity."

The crucial sentence in that report is: "If the response of the Government to Lord Browne’s report is one that Liberal Democrats cannot accept, then arrangements will be made to enable Liberal Democrat MPs to abstain in any vote."

Currently there are 650 MPs
640MPs have the opportunity to vote (5 Sinn Fein refuse to sit in the Commons, 1 Speaker, 2 Deputy Speakers (1 from Labour and the Conservatives each) and 2 tellers, again 1 each)
So in order to reach a majority (assuming everyone votes), the government needs 321.
The Conservatives have 305 voting MPs, 3 of which have already declared they will stick to the pledge, and since renewed that pledge. This gives the Conservatives a total possible of 302 in support.
Labour have 256 voting MPs. Harriet Harman suggested strongly in Prime Minister's Questions on 10/11/10 that Labour would fight against the government proposal on fees, but no party line has been visably formally set, and the Labour Party website has no declaration either way as such, so we cannot be sure as to what their stance is. Assuming the 92 stick to their pledge vote against, that still leaves 164 unaccounted for.
The Liberal Democrats have 57MPs all of which have signed the pledge. 5 of which are now in the cabinet, and are probably going to vote with the government. 20 are junior ministers or PPS' meaning they if they vote against the government, they must resign. Both sets have the principle of collective responsibility applied to them. the remaining 32 MPs will probably have a free vote, but most will either abstain or vote against.
Plaid, SNP, SDLP, Alliance, Green and Independent MPs will either abstain or vote against, in line with their party's manifestos, even though no Plaid, SNP, Alliance or Independent MP signed the pledge. The DUP however, might vote for it, as they are closely alleigned politically with the Conservatives.

So we have a
probable 307 for, with another possible 8 for.
a probable 141 against, with another possible 184 against.

This gives us:
315 for a rise
325 against a rise
640 total

Anyone who has read or seen any coverage of NUS's view on fees will note that their main target has been the Liberal Democrats. This would be understandable, if one could be sure that Labour are going to vote against any rise whatsoever, along with the rest of the opposition parties, as taking even as many as 32 Lib Dem MPs to vote with the opposition (assuming all the opposition MPs are voting against the matter), would give the following vote result (assuming all MPs actively take a stance):

316
307
20 LD PPS' abstaining
8 DUP unknown voting intention.

However, NUS has recently launched a 'right to recall' campaign, in which it urges people to pledge not to vote for any MP who votes to scrap the EMA, and who votes for higher fees. The petition of getting voters to pledge that they will not vote for their MP if their MP votes for those two things to occur, would be spot on IF it was not done under the headline banner of 'right to recall'.

The whole point in the right to recall pledge made by the Lib Dems, is that it allows constituents to call for a by-election if they believe their MP has be involved in "serious wrongdoing." A video, even on NUS's own website www.righttorecall.co.uk advertises the DPM Nick Clegg declaring that legislation on this will be brought forth in the New Year, yet above this video, NUS is already declaring that the Liberal Democrats have broken their promise on bringing forth this right for the people. I hope you see the slight hypocrisy by NUS in stating this claim and then having such a clip of Nick Clegg.
The other factor is, and this is still undetermined, what constitutes as "serious wrongdoing?" If it was what NUS are suggestion, and is merely a broken promise, then how does could it work? MPs are elected by their constituents on a cross basis of what national (or Federal in the case of the Lib Dems) party they belong to, and its respective promises, what regional party they belong to (or national in the cases of the Welsh, Scottish, and Northern Irish Parties) and its respective promises, as well as then the local party, and the local needs of the constituents to which the MP stands for and may even write as a manifesto of his or her own. Often, the various levels can conflict, and while it may be in the national interest for say, a Coal Power Station to open in the hills of Powys, it may not be in the interest of the people of Montgomeryshire and Brecon and Radnorshire to have it because it would destroy the countryside there, as well as pollute it. While it may be the party's UK/federal manifesto, it may be against the view of the MPs there and the Welsh section of their party.
Equally, as what has happened this year, MPs sign up to a pledge on behalf of a pressure group like NUS, and then enter into a coalition, where politicies have to be traded off in order to form an agreement for government? MPs on all sides of the chamber signed the pledge. Conservative party policy before and after the coaltion was formed, was to see what the Browne review recommended. Liberal Democrat policy, changed between the two to allow MPs to abstain if they did not like the recommendations of the Browne review, and the government's response to it. Conservative party policy is now clear post-Browne review, 9k fees. But what happens to the three Tories who declared they will stick to their NUS plege, but yet at the same time, they break their party's manifesto pledge, to which they effectively signed in accepting the Conservative Party's name next to their's on the ballot paper, and the pledge that they agreed to as part of the Coalition document. Which pledge do they break? And which one counts as serious wrongdoing, if they are broken? Do both count?
In this blogger's view, an MP should always do what is right for their constituents by serving them first and foremost, and the only call for serious wrongdoing would be a breach of Parliamentary standards/regulations or the law.
The second, and perhaps more poinient flaw in their call for people and students to pledge to declare that they will sign the following:

If my MP votes for higher university tuition fees, I want them recalled, and I pledge not to vote for them at the next General Election.

If my MP votes to scrap the Education Maintenance Allowance (EMA), I want them recalled, and I pledge not to vote for them at the next General Election

Is that only 154 MPs signed the pledge in the first place, so how can any of the remaining 496MPs do anything close to 'serious wrongdoing' no matter which way they vote? And therefore, why should any of those MPs face any sort of challenge under the logic of a recall? Yes, you may not like which way one of those 496MPs vote on the issue of fees (if one so happens to be your MP), but then again, I'm sure you could find another fellow constituent, that is as irate as you about a completely different matter. In either case, what makes you think that now you should have the right to get rid of them before the next general election, compared to previously?

I would also like to point out briefly, that while the Lib Dems have not got their way on the cost of uni, they have got their way in the proposal on everything else in their manifesto for student funding. This includes removing part-time students from paying upfront fees, which can only be good for part-time students. There was also some agreement with the Conservative party manifesto on this matter, but nothing from the Labour Party manifesto.

It is clear from the past that out of the UK's 3 largest parties (in terms of MPs), and Plaid Cymru, the Conservative Party is the only party not to have broken, or to have had any suggestion of a breech, of their party's manifesto promise on fees. Labour breeched their manifesto pledge of 1997 in 97/98, and their 2001 manifesto pledge in 2004/5, Plaid breeched their Welsh Assembly manifesto pledge of 2007 as a result of coalition with Labour in 2009. It has been suggested that MPs will break their pledge, but it remains to be seen as yet.

On a regional/national note, the Scottish Liberal Democrats managed to abolish fees for Scottish students altogther, and hold off from top-up fees for other students, in Scotland as part of their coalition deal with Labour in the early part of this decade. This was part of the Scottish Liberal Democrats' manifesto.

My view has, and always will be for the foreseeable future, anti-fees. I also believe that NUS is right to campaign against the raising of fees to 9k, however I feel part of their rhetoric and the way they are going about it, is slightly mis-directed, and clearly too partisan, especially when you have the NUS Wales President, Katie Dalton, who is partisan personally, praising the Liberal Democrat MP for Ceredigion Mark Williams, for his efforts, and his clear stance against 9k fees. This is an example of how uniting across party lines is the way forward on issues. I praise both of them on this topic for their cross party efforts.

This is the situation, and the facts as I see it.

Thank-you for reading.

The sources I used were:

BBC News Website

NUS Website and their list of vote for student MPs as of 04/05/10

Political Party Manifestoes from their individual party websites.

Conference!

Yes people, its that time of the year, when journalists travel around the country, and spend lots of their company's money on chatting to and viewing various parties in action, its CONFERENCE SEASON!

First up of the big UK parties, its the Lib Dems. Now for those of you who know me well, and know what I am like, Conference to me, is a culmination of all of the eccentric aspects of Matt King, rolled into one, at once place and at one time. BARGAIN!

First, however I am going to start off with the negative, cost. Now sadly these things cost. Cost of entry, accommodation and transportation. My personal best on transportation was Brighton 07. Door to door, return I spent less than £13! My rail ticket was a disgustingly cheap £10.60 each way. Young-person's discount of course, and then there was the connecting bus on the way bk from Temple Meads, as I was not gonna hang around for over an hr for a connecting train to Sea Mills, a journey that takes 20mins once the train is leaving BTM. This year, its a little bit further to go, and because I only realised i could just about afford it, I thought, what the hey, I'll treat myself, as I haven't been to a single Lib Dem Conference in over a year and half. So through virtues of the internet, I worked out that it was cheaper to go by public transport, and that going on a MegaBus to manchester, and then grab a connecting train from Piccadilly, would get me there for a reasonable price, around the £13 mark. On the way back, its train all the way, changing at Birmingham. Now if i had booked this as a single ticket, it would cost me £30-61, booking at two tickets cost a little less than £17. That my friends is what they call a bobby dazzler!
The next cost is conference itself. Now, the early bird booking is before the 28th July. I didn't know then if I was going to be employed at that stage, and so couldn't book as I couldn't know if i could be classed as a claimant or not. Since I did not get the Derby Job, and York have not corresponded with me at all, I know that do qualify to be a claiment, so that cost is £34. For that, I get, well you'll see.

So, moving onto the positives. WO! Hold your horses Matt, what about accommodation? What is that gonna cost you this year? Well dear readers, this year it will cost me £0, zilch, zip, nowt, nothing. How come? Well, I have a family friend who lives in Liverpool, who other than being a brainy Dr, good looking, charming, and just as much of a chatterbox as I am, is also a saint for offering me this virtue. So there's the first positive of the week.
The second one is, its conference. It a collection of several thousand lib dems all in one place. I shall say no more on that.
The third, all the food and drinks at all the fringe meetings, is, well quite frankly, complimentary. BARGAIN! I am a man who is known for loving food, is known for loving drinks, and is known for loving free stuff. Here I have three for the price of, well, none! I am what is known as a proud fringe-troffer! (See http://waleshome.org/2009/09/the-a-to-z-of-party-conferences/ for details. NB: if the link is not clickable, just copy and paste into the address bar of your browser)
the fourth and final positive, conference for the Lib Dems is where we make our policy, where we outline who we are and what we stand for, and while for the first time in years, I shan't be a voting rep, I shall still be letting my representatives know how I feel on each of the policies up for debate, and I shall probably put in the odd speakers card for things too.

My fifth and final reason for loving conference is, its a break from all mundane aspects of normal life, its like a holiday that you do important stuff on, and hopefully, and although i don't like the its not what you know... philosophy, I will hopefully find someone who is in need of someone like me for a job!

Elections and their consequences

Now we all know how we felt about the 2010 election 6 months ago. The UK was entering into new territory and unfamiliar ground. All the polls were predicting it was going to be a close race, and the extra publicity the election received and the, shall we say, interesting tactics used by some candidates displayed both fear and hope about what they thought was to come. In this blog, I am going to touch upon my views about the different aspects this election brought us, and taught us about UK political life, and to finish off, I will ponder about what I think is in store for the future of UK politics.

I will start with the newest of election features, The Prime Ministerial Debates.
Now, whoever you supported, even if you were undecided, right til election day, the UK has been waiting a long time for our system to catch up with the US, and have these as part of our election season. While they were a good move I am going to address the main contentious issue regarding the debates that was especially relevant to the seat I was voting in, Ceredigion, and that is who should be allowed to have a platform at the debates?
My response is this: any leader of any party that theoretically can form government based on the number of candidates that stand across the UK. It is my view that any party who can field a majority of candidates in the 4 constituent nations across the UK (ie half +1 of all the seats in England, half +1 of all the seats in Wales, and half +1 of all the seats in Scotland, and for NI, have an NI party in alliance to field half +1 there, or themselves) should be allowed to have their party leader at the debates. Why, not have just half +1 across the UK? Because that neglects the devolution rules of the UK where powers are separately held for these regions, and you would have English only parties debating over NI, Wales and Scotland, which would not be right or fair to the people of those lands. It is also why I back the decision by the BBC not to allow the SNP or Plaid in on their debates. Why? Because they will never have a leader who will be PM of the UK, until they stand in seats outside Scotland or Wales.
Now this many mean having a leader from the BNP or UKIP, or the English Democrats, or the Christian Alliance, etc etc, or all of the above. While those parties in all realistic terms have no chance of forming government any time soon, it is not right to shut them out in the manner we did, because it firms up the belief of the wider UK population that UK politics is only for a political elite, and not for the whole nation. Its about being democratic and open to the people, and defeating people like the BNP on the basis of argument, logic and reasoning, and not because you don't like them. The best way to defeat a weaker argument is to do it in the debating arena.

Now the trouble with the national debates, is the differing laws of the devolution settlements. I believe it is right for the parliamentary debates not to debate on laws they cannot change in those areas, but equally not to debate on how such areas of law will effect England by their own policies. They are setting out to be PM of the UK, and so in all such debates, there should only be policies debated that are relevant to the entire of the UK. This is where I think there should be a fourth debate over England only issues. What about NI Wales and Scotland? They should have 1 debate with members of the devolved assemblies reflecting on how each of the leaders' policies in the UK PM debates would reflect them, and how it would work, also what is best for the people of their area.

I see the theme of the whole debate structure should be about equal treatment to parties, and fair representation of what will effect the voters, being shown to them. I also think that at the beginning of each debate, the voting system should be explained, so that voters know how this relates to what they will do on polling day. I also feel that sky should have shown their debate on freeview.

The fear of a Hung Parliament
A hung parliament on the type of scale that we were expecting has not been seen since the emergence of the Labour Party as a strong political force almost 100 years ago. The last time the UK had a coalition government, was during the years of the great depression and WWII when Labour and the Tories worked together. The last time a general election produced any form of a Hung Parliament was February 1974 when Harold Wilson formed a loose Alliance with the Liberals and the Lib-Lab Pact was signed. Wilson then called an election for October 1974, and Labour gained a very slim majority. This was at the time when Labour was labour, and defended the working classes. It just so happened that they needed the Liberals throughout the 5 year term as 3-day weeks occurred, there was an Oil Crisis, the speed limit was reduced to 50mph to conserve fuel, and the party lost enough by-elections to make it a minority Government once again.
My prediction was that the Tories and Labour were going to be closer than they were, and that if they were both shy of 300 seats, a coalition was going to have to be formed. The day after the election, when it was clear that the Tories got more, and the Lib Dems actually lost seats, I thought anything could happened, that is except for a Labour led government, because it would simply be too weak. Labour had 258 Seats, Lib Dems had 57 seats. Add the two together and you get 315, which is 6 seats shy of a working majority, and 11 seats shy of an actual majority. This government would require the support of the SNP and Plaid Cymru, but still leaving it requiring 2 of the following: Green (1), SDLP (3), DUP (8), Alliance (1), Independent (1), to form a government with an actual majority. Well, DUP, traditionally ally with the Tories, so that leaves a government with Labour, Lib Dems, Plaid, and the SNP, with a maximum majority of 5 seats, and needing to satisfy the needs of a minimum of 5 parties, and a maximum of 9. A cabinet usually has 25 members max. While I really love the idea of all of those parties working together, If any one of them decided to join the opposition, it weakens the whole thing dramatically, or if that government had lost 5 by-elections in that term, which is highly possible. In fact, by-elections would be highly volatile, especially if it was for a former minister's seat.
As we saw, Labour had no enthusiasm to form any sort of agreement with the Lib Dems, which threw the whole option of a rainbow coalition out of the water.
The options left were either a Tory minority government, or a Tory led Coalition. The first political move to happen on May 7th was for Cameron to offer a full Coalition with the Lib Dems. After a few days of talks, there was progress, but the natural party allies of the Lib Dems, are Labour, so the Lib Dems opened up negotiations with Labour. As I said earlier, Labour seemed disinterested, and the Tories offered further to add the agreement electoral and political reform, a huge part of Lib Dem goals for the party. This was agreed, not to the full extent that the Lib Dems wanted but it was agreed.
What was offered, was a shared legislative agenda, the Lib Dems, had made in-rodes to moving the point of entering tax £1000 closer to their target of £10k, they had got reform of the house of lords to be elected proportionally, they had got fixed term parliaments, and a Referendum on the AV-system. There was more, but also, the Lib Dems were to have 5 Cabinet Ministers, and 15 additional junior ministerial roles in Government. The MPs and Federal Executive met and voted upon it. The result was clear, a coalition it was. When the Lib Dems had their Special Conference, I was there, and this time, I voted for coalition. Why? Because I felt that for a party who wants to move the country to a voting system where one party government is not the rule but the exception, the party would have effectively shot itself in the foot, in not forming some sort of agreement with one of the parties. I felt it was an agenda that reflected a fair share of both parties' policy based on the results of the election. Yes this means I disagreed with most of it, as it wasn't what I had wanted out of a governmental agenda for the election, but it was the closest the Lib Dems were going to get of their manifesto as governmental policy as possible considering the situation. Also considering how uneasy the markets were at a Hung Parliament, it was better for the markets that stable government be formed, to which this was the only option. Those of you who know, will know that I went to Welsh Special Conference in 2007 on the formation of a Coalition with Plaid and the Tories. My view speaking, (despite heckles), and my vote was no, because I did not believe the moral authority was there for the Lib Dems to be part of such a Coalition. I felt that for the Assembly consensus politics, was and still is a viable option, as the SNP have shown in Hollyrood.

The Election Online + Registration rules
Every party had witness Obama's revolutionising of engaging the internet through the medium of social media like never before. This election was also true with groups and pages springing up all over the place on different issues, partisan or otherwise. Combined with that the new Electoral registration rules that weren't in effect for 2005, allowed people to register up to 11 days before. This benefitted the youth vote more than any other age group, and the result was a massive upsurge in turnout for the 18-24 bracket. Engaging young people in Democracy is fundamental for their education about their future. Sadly we saw election officials impose illegal segregation in polling stations, lining up students in one line and other residents in another. This also led to some not being able to vote. I would like to applaud those Polling Station Officials who initiated lock ins, allowing those who had arrived before 10pm to vote; the time at which polling stations must close by law. It is no-one's fault if there is a queue at any time, least of all the voter's fault, and therefore the last thing that should occur is to deny the voter their democratic right.

The Future
Well, one thing is certain, the outcome of this week's election Court in Oldham East, is going to be one for the history books, regardless of which way the decision goes. It is a first in 99 years, and therefore the very first to take place when the entire nation of adults has been enfranchised. For those of you who know your history of Representation of the People Acts (I thought there would be a few of you), it was in 1918 that women over 30 got the vote, and all remaining men yet to be given the vote, to the age of 21 and over were granted this right. In 1928 all women to the age of 21 were granted the right to vote, and then in 1969, the voting age for both sexes was reduced to 18. I look forward to seeing where this court ruling will take us as a nation.
TV debates are here to stay I believe, and I think all parties in Westminster who have more than 1 MP should be following the Labour Party's example with televised debates. I hope to see at least 4 parties having platforms in both Scotland and Wales in 2011, and hopefully at least 5 in NI, providing there is no safety concerns of course.
I hope I have voted in my last Westminster election by the means of FPTP, and the country moves to AV come 2015. I also believe that unless you are pro FPTP, you should vote for AV, even if you would prefer something else like STV or AMS or pure PR. Why? Because the anti-reformers will say that if the AV vote is lost, then the nation clearly does not want electoral reform now, and the issue will be dead for 30 years, and no other progress will be made to make our system more open, accountable, and fairer to the people of this nation until the next referendum comes along.
Hung Parliaments, well, i prefer them to elective dictatorships, and in reforming the voting system i also hope we can reform the whip system as well to make an MP's constituents their main influence on how they vote on Bills and not their Party holding that power.

Thank-you for reading
